Cluster Development in Russia

The Russian cluster landscape has taken shape and is becoming increasingly varied. Over the past ten years, the cluster policy has been incorporated into many federal programs and governmental action plans.  

The cluster policy in Russia is implemented by two federal agencies: the Ministry of Economic Development and the Ministry of Industry and Trade. Since 2010, the Ministry of Economic Development has provided subsidies to regional authorities to establish and support cluster development centres. 

As a result, 34 CDCs (Cluster Development Centre) have been established in 33 Russian regions. ​They provide consulting, expertise and support services, such as marketing and networking events, training programs, publicity and information campaigns, strategy development and business planning, to SME companies that are cluster members. 

The cluster development policy enabled to create more than 110 clusters across Russia uniting 3.000 companies and creating 1.3 million jobs. 

The leading cluster centres include: 

  • Moscow  
  • Saint-Petersburg 
  • Kazan and Naberezhneye Chelny (Tatarstan) 
  • Novosibirsk (Siberia) 
  • Tomsk (Siberia) 
  • Kaluga (Central part of Russia) 
  • Samara (Volga region) 
  • Ulyanovsk (Volga region) 
  • Ufa (Bashkortostan) 
  • Krasnoyarsk (Siberia) 
  • Lipetsk (Central part of Russia) 
  • Mordovia. 

The main cluster association that unites 90 clusters from 44 Russian regions is 'Russian Clusters and Technology Parks Association'.
